The first pachislot game had original animation too, including a Fate/Zero reference with Homura riding a fighter jet.

You can see tons of anime themed slot machines and pachinko machines. The 3×3 Eyes anime had a new slot machine recently.

Problem is that you need to be very good or willing to spend a lot of money on the machines to get much out of them anime cut scene wise. Spent thirty dollars on the Evangelion machine and only got to see two cut scenes. They are so very pretty on the outside, but they are just as evil as their cousins in American casinos.

Yeah, I'd say that's pretty par for the course for anything you need to drop coins in in order to play.

In a way, coin-operated games were doing microtransactions long before mobile games ever did.

Sounds about right. Anime Central had a pachinko room this year with Evangelion and Cowboy Bebop machines, and they just drained us players left and right, only occasionally hitting well enough to get some clips.

Yet somehow this all counts as not gambling in Japan...? I'm confused.

It does count as gambling. Or rather, it dodges enough loopholes for it to be legal in Japan. Pachinko parlors dodge a ton of loopholes in their structure: The system where you get metal balls to get trinkets, then trade trinkets for money next door, exploits the loopholes where the Japanese government does not allow gambling machines to dispense real money (hence the metal balls), to redeem these objects for real money (hence the trinkets), or to have the same business that operates gambling machines to also redeem anything for real money (the house next door is legally a separate business and is functionally a really weird pawn shop). And the Yakuza steps in to keep it from getting any more complicated.

If you're just seeing cutscenes, then it's not even a physical prize, or a prize that's worth any money, or even a prize you get to keep. Hence, it'd then be no different than arcade games. (If you've ever seen those "FOR AMUSEMENT ONLY" stickers on arcade cabinets, that's legal defense against anyone accusing them of being gambling machines by indicating that you do not really win any prizes by playing.)
